Mulan wasn't an Empress...unless that happened in the straight-to-DVD sequel. She saved the Emperor's life, but she married a high-ranking military officer.

Mulan is not an empress, she was a farm girl who married GENERAL Shang not the emperor although she nearly does. Belle is a princess because she marries the beast, a cursed prince. And disney hardly promotes Mulan as being apart of the disney princesses, most merchandise portrays this as so.
