The cops did the right thing in their situation. Hell, they even gave the guy MANY chances to comply, put on his clothes, and keep partying, but he wasn't having any of it.
Then he resisted being cuffed for nearly 3 straight minutes before they decided to employ the taser and stop the situation, as they were now literally surrounded by a crowd of ignorant teenage dillweeds. Yeah dillweeds, I'm bringing it back.

Some of you guys are being ignorant ... naked-ness wasn't the crime. The cops would have probably let it slide if captain no dick would have put some clothes on. When he didn't comply (b/c the crowd was on his side?) meant that he had to be brought in to minor charges (public indecency) ... once he started to run away (and was tased) It became a thing called resisting arrest, which is a big deal

Seriously, I was amazed by their patience. They gave him many chances to put his clothes on and he refused. Dickless, good name, ignored them, mocked his rights and the authority. I'm actually shocked that the police officer that he was "patting" on the shoulder hard didn't react to this, I personally see it as, hey f^ck you guy.

The simple fact of the matter is that police are authorized to use tasers if a criminal, which he was, is resisting arrest, which he was. So yes, it was within their legal rights to do so. A sociologists job is never done. In this case, we can talk about many things, but I'll just hit on sociology of law. Law mainly, although your post does hit a bit on Marxist theory and conflict theory of law, is a construct, especially in the United States, of the people's who live there views on certain matters and previous cultural norms unless thwarted by a different law which can sometimes, not always, change social views(such as when women were given the right to vote, it slowly was deemed more and more appropriate). I bring this up because your views, in this case anyway as far as I can tell, differ quite greatly not only from the general rule of law, but also in this case the general cultural norm. Our cultural norm is that clothes are important, that money has value, etc. It is just a base fact, stating such as some sort of circumstance for interpretation that could justify this man's actions is moot. The point was already decided when these things became law, such as public indecency. Unless a very drastic change in social norms and governmental law occur, the society's norms, nor in this case the punishments, will change (you did see the President laugh at the idea of changes in drug policy this year, right? Just an example.)
Although I applaud your effort at putting out there the brief chance for people to realize the social constructs everyone is a part of, very few will ever change their minds. Also, perhaps if this man had taken your methods of rational thought and speech, rather, well, whatever you would call what this video is...he wouldn't have gotten the harsh punishments? No message, should be given, nor supported, from incoherent and utterly ridiculous of manners. Perhaps you should also consider the relative fear the police were under from the crowd as to their decisive actions to take down a hostile individual and get out of the situation. They are people too, and you do seemed concerned about people.

They didn't try to cuff him before the use of the taser. They tried some arm locks to force him into his clothes. If they tried to cuff him, they probably would have succeeded. It is much easier to cuff someone than force them to put on clothes.
The knee drop was just excessive. They should have just told him to put on the clothes or they will cuff him, then cuff him.

Look, the cops enforce the law. We may not agree with all of them, but the majority of them are to keep us and our children safe.
If you are BREAKING THE LAW and a police officer tells you to do something you do it. End of story. Extremely disturbing. I'm a medic working in my spare time in an psychiatric clinic and I'm forced to deal both with drug/alcohol addicts and mentally hill people. It's not an easy job, and every single night or day shift one, or two, or ten patients become aggressive and try (or succedd) in beating up me, other doctors or nurses.
Do you think we use tasers on them?
If anybody will do a little google search will find that tasers are often used on mentally ill and non dangerous persons, just because cops don't want to bother losing their time in resolving the situation in another way, or because they respond to a physical (but mild, and far from really dangerous) physical attack of such kind of people.
If a medic gives, say, just the smallest punch to somebody just to defend himself he can get sued by the patient's relatives and lose his job: this is how things work without the minimum doubt; I work in the field and know it very well. The maximum thing we're allowed to do is contain the person just by holding he or she still, and then try to speak or -if it's useless- use an injection of drugs.
Of course cops don't carry such drugs with them, but how come 3 big (and, I presume, trained) guys are not capable of holding 1 mad/high man with the most average body? Are they really so weak? I wouldn't say that. They are just doing poorly their job, as I would do mine very poorly if I had to beat up my patients just because they're causing trouble to me or other people in the clinic.
They should have handcuffed him and took him to the nearest hospital (or if he's just high, prison).
The choice of using the gun in that way, which is repeatedly and on the nude skin literally put his life on the line for no reason.
I think here the point is not if he deserved that treatment or not. Of course a naked man had to be taken away from that contest by the police, but I'm impressed by the lack of professionalism and useless violence that 3 men use against one.
I have to hold people, call colleagues, talk, choose the right kind and dose of drug for every single person, with the result of resolving potentially violent situations in the most non violent way.
But if a cop has troubles? Hey, tazer gun, people! That's the real magic stick!

That entire concert would have been shut down with tear gas because of that crowd. If anyone who was there reads this, thank you for a perfect example of mob rule. Firstly, from a standpoint of law and order, the police were completely right in their actions up until about 3:50, when the officers tased his trachea. While this may have easily been a miss due to unsteady hands and addrenaline, it was still rather dangerous.
As a response to Alice and UltraSly. Yes, they did tase him over the heart, but yes, that is standard procedure. When the taser makes contact, the barbs hit him in the back. When he rolls over, in order to serious burns from the wires, officers are told to directly contact the skin with the gun, just like any other taser. The line crossing was neck tasing which could cause contractions in major vessels and the trachea. Also, being nude in public is against the law, so "if you don't like it, get the hell out." Being a citizen in a country means you agree to follow the law. That's the way the world works, get used to it.
To all the posts that say something along the lines of "the police were wrong he didn't do anything and they were harsh", i ask you a question posed by an officer of my town "have you ever tried to subdue someone on drugs when they fought back?". Lack of reasoning and disregard for personal safety and physical bounds (make note of how hard he pats the officer on the shoulder) are common side effects of drug use. When the police brought him to the ground, it was for his own safety as well as the safety of the officers. Also, the only excessive force used was the taser to the neck. As previously stated tasing to the heart would be no different with that taser than to any others and is standard, non damaging procedure. Also, the supposed 'kneeing on him' was also standard. He only flipped out because he was out of control, not because he slammed down on the guy.

God made us without clothes, like all creatures. Man invented clothing, and then police, and then tasers for the police to use on citizens who refuse to wear the clothes?
