I highly doubt that 'bat' and 'man' in English translates into 'batman' in Turkish and vice versa. I also doubt that the town has filed for trademark, copyright, etc rights to the name in the United States.

Chances are the Mayor is only doing this for publicity for the city, I doubt he's dumb enough to think he'll win. I think he's probably just trying to draw people's attention to the fact that there is a city named Batman and by making himself look like an idiot he'll maybe increase some tourism to the city (in his mind) hopefully improving the cities economy, and I'd assume it must be in bad shape to pull a stunt like this.

you might want to note that Europe is continent while America is a country.

Also Turkey is a transcontinental country and thus is part of Europe and Asian continents. Plus Turkey isnt even part of the E.U. and so doesnt have the same social, economic, and political connection as the rest of europe.

You know what? Turkish cinema over the past 40 years or so has been largely comprised of stolen material from Hollywood. I think in response to this claim, Hollywood should find every instance of stolen material in the last half century, and sue Turkey.
