It's not illegal to offer incentives to vote. It's illegal to offer incentives to vote for a particular candidate. In other words.... "Vote and get a free sex toy" = Okay. "Vote for Obama and get a free sex toy" = Not Okay.

I did read somewhere that it is illegal to offer (or receive) incentives for voting, period, regardless of political affiliation. Seems Ben & Jerry's, Krispy Kreme, and Starbucks all had the same idea, but were circumventing the law by providing free merchandise to anyone who asked for it. Of course, said merchandise has "election" written all over it.
But, y'know, thank goodness something's getting Americans to vote. It's not like actual issues would do the trick.
