As a former representative of Blizzard, I can say that I am close friends with the single man responsible for programming each and every one of the old-school racial dances. He didn't do the new races, but he did everything from the original game. It was all him, there was no board discussion or artistic brainstorm, it was just my friend doing what he thought was hilarious, and getting paid to do it nonetheless.
